Former Solomons Prime Minister describes 2007 budget as rural development wishful thinking
While contributing to debate on the budget Sir Allan criticised Government for failing to get its development priorities right.
The MP for Savo and Russell Islands, Central Province says it would be self defeating to assume economic development would prosper without consolidating a strong foundation on the rule of law and order and peace.
He says while the concept of a bottom up approach in development is a good one, its success depends on law and order.
Sir Allan says past experiences had shown that large sums of public funds meant to stimulate economic growth in rural areas without proper Bills and regulations to establish mechanism to control such funds had seen money gone down the drain.
He says this is a very important aspect which needs to be carefully addressed before government injects public funds into wrong hands.
