Sustainable rural development vital: Darcy

The Implementation Protocols (IP) made possible under the Stabex Fund to focus on the rural population is vital for the sustainability of resources. Speaking during the signing ceremony on Monday, Minister of National Planning and Aid Coordination Gordon Darcy Lilo said not only it support sustainability of resources but also the government’s policy in rural development.

Over $110 million was signed between Mr Lilo and Delegation of the EC to Solomon Islands Aldo Dell’Ariccia for sustainable rural development programs on forestry and agriculture.

“Sustainable rural development is a phrase that we now hear every day. We know it is important for Solomon Islands. We know it makes sense, it is necessary and it is the central policy initiative of the Grand Coalition,” Mr Darcy said.

Mr Darcy said the signing is the translation of policy words into action. “We are here to mark the commitment of significant government funds in support of sustainable rural development. Funds that are aimed at improving the livelihoods, the daily lives of rural families,” he said.

Two months ago in June the minister also signed the Revised Framework of Mutual Obligations (FMO) on behalf of the Solomon Islands Government with the European Union, which released over SBD$385 million of Stabex funds. Mr Darcy said with this agreement in place the task for the Department of National Planning and Aid Coordination in close consultation with the Departments of Agriculture, Livestock, Lands and Forestry and Conservation and Finance is to draw up a well conceived programme for the use of these funds.

The programmes are incorporated in two (Implementation Protocols (IPs).
One IP is for agriculture and rural development with an allocation of approximately SBD$85 million. A second IP is for forestry and conservation for some SBD$42 million.
He pointed out that both the forestry and conservation IP and the agriculture and rural development IP will be carried out through the development of partnership forged between the Solomon Islands Government, local and international partners.
He said the government recognised that it could not undertake all the development activities on its own.

“Indeed experience from many other countries suggests that the private sector and non governmental organisations are better able to provide support and services to rural populations. These can often be achieved by government forming partnerships and reflects the realistic, forward looking approach of the government,” Mr Darcy said.
