Opposition cautions against bureaucratic administrtaion of RCDF

The Parliamentary Opposition Spokesman for Provincial Government and Constituency Development, Clement Kengava describes Government's new initiative to control and monitor the use of rural constituency development fund as a move in the right direction.

However, Mr Kengava warns that while the mechanism for the administration of funds is done by government, final control of its disbursement to beneficiaries must be held by respective members of Parliament.

Mr Kengava says this would avoid bureaucratic process from unnecessary delays in the disbursement of funds to the beneficiaries.

The member of parliament for north west Choiseul constituency says such typical bureaucracy system is being experienced under the administration of Micro Grassroots Funds provided under aid assistance from the Republic of China or Taiwan.

Mr Kengava suggests that Government allocates slush funds instead to parliamentarians if it feels obliged to taking full control of the use of RCDF.

He says such slush fund could be used by members of parliament to meet social and welfare demands by their constituents on areas like school fees, boat fares and ration for sick patients in hospitals.

Mr Kengava says this will avoid parliamentarians having to resort to using their personal money to meet demands by their people.
